Bebb Francis is the founder and President of The Francis Law Firm, P.C. He was admitted as a member of the American College of Real Estate Lawyers in 1990 and has regularly been recognized in Best Lawyers in America and as a “Super Lawyer” by Texas Monthly Magazine and a “Best Lawyer” by Scene In SA Monthly Magazine. Bebb’s telecommunications expertise dates back to the early 1990’s when he represented PrimeCo in its nationwide “roll out” of the first CDMA service on the PCS band. He was on the team which drafted the City of San Antonio’s first wireless ordinance and represents tower and DAS owners, turf builders and carriers in acquisition and system deployments.

The firm has handled several transformative real estate transactions which have proven to change the San Antonio cityscape. Clients regularly turn to the firm to identify and maximize opportunities which enhance their real estate projects.

Bebb represented Marriott International, Inc. in negotiating and documenting the complex economic development agreements and entitlements, the Cibolo Canyon Special Improvement District documents, the water and wastewater agreements and the acquisition agreements for the JW Marriott San Antonio Hill Country Resort and Spa—San Antonio’s newest resort with over 1,000 guest rooms, approximately 140,000 square feet of meeting space and two PGA Tour golf courses.

For over a decade, Bebb represented Federal Realty Investment Trust in its redevelopment of Houston Street in the heart of historic downtown San Antonio. Through his guidance and leadership, Federal Realty obtained permits, regulatory approvals and amendments to the Tax Increment Reinvestment Zone enabling Federal Realty to construct a 54,000 square foot building which is the home of Walgreens Drug Store (one of the oldest sites in the Walgreens’ system—dating back to the 1930’s) and to rehabilitate the iconic art deco style Kress Building.

Having represented the first company to receive tax abatements as an economic incentive to locate its medical products assembly facility to metropolitan San Antonio, Bebb is recognized as an advocate for the continuing economic development of the region.

As a result, he was chosen to represent Citicorp Data Systems Incorporated, World Savings Association (now Wells Fargo), QVC, Inc., BABN Technologies (Oberthur Gaming), Colin Medical Investments and the Camden Medical Center in identifying and negotiating economic incentive packages facilitating the companies’ decisions to select San Antonio as the site of their business expansion.
